Operational operating grants, under various community programs, are intended to support civil society organizations (CSOs) of a non-governmental nature (NGOs) which have a European dimension and whose activities are oriented in a stable and structural way towards interventions in line with the political priorities of the Union.

Operating grants provide general financial support to organizations whose statutory activities serve the strategic objectives of EU policies. Therefore, they do not support a specific project (like action grants), but the organization's annual operating budget (or part of it).
Operating grants are always single-beneficiary grants that support the work program of the activities of a single organization (and the organizations that are part of its network).

Despite being based on annual contributions, the latest EU programming cycle introduced a system of "pre-selection" of beneficiaries of operating grants, through calls for proposals, which allows the conclusion of multi-annual contracts called "Framework Partnership Agreements" ”, usually lasting three years.

Organizations wishing to benefit from this type of grant must therefore first present a general long-term program and then, once they know that the multi-year recognition has been awarded, a detailed program each year by responding to a restricted call.

For Erasmus+, Youth sector, the multi-year call was published in 2022 (the next one should therefore be in 2025).
A significant peculiarity of Erasmus+ is that INFORMAL Networks are also supported, i.e. whose members do not have a statutory link. This is a way to recognize a particularity of the youth sector and enhance its potential.
