Creative Europe 2021-2027 is the program to support the culture and audiovisual sectors of the European Commission, divided into three sections:

  1. Culture
  2. Media
  3. Cross-sector interventions and actions

The geographical breadth.

This is one of the community programs with the widest geographical coverage. In fact, there are 41 participating and partner countries (updated as of 30 November 2023). There list of countries participating in the program it is in fact particularly rich and goes well beyond the size of the European Union alone.

The general objectives of the program are:

  • preserve, develop and promote European cultural and linguistic diversity and Europe's cultural heritage;
  • increase the competitiveness and economic potential of the cultural and creative sectors, in particular the audiovisual one.

These general objectives are pursued through the following specific objectives:

  • enhance artistic and cultural cooperation at European level to support the creation of European works and strengthen the economic, social and external dimensions, as well as innovation and mobility in the European cultural and creative sectors (Culture strand);
  • promoting competitiveness, scalability, cooperation, innovation and sustainability, including mobility in the European audiovisual sector (Media strand);
  • foster political cooperation and innovative actions in support of all strands of the programme, promoting a diverse, independent and pluralistic media environment, as well as media literacy, thus encouraging freedom of artistic expression, intercultural dialogue and social inclusion ( Intersectoral strand).

The general and specific objectives of the Creative Europe program take into account the dual nature of the cultural and creative sectors, recognizing, on the one hand, the intrinsic and artistic value of culture and, on the other, the economic value of these sectors, including their broader contribution to growth and competitiveness, creativity and innovation.

The objectives are pursued in such a way as to promote inclusion, equality, diversity and participation, including, where appropriate, specific incentives that favor the active participation in the cultural and creative sectors of people with disabilities, people belonging to minorities and groups socially marginalized; and gender equality, particularly as a driver of economic growth, innovation and creativity.

The intent is not only to strengthen cultural diversity, but to safeguard this richness and respond adequately to the challenges that the "creativity" sector poses today in increasingly complex terms.

The main features of the program touch on aspects of environmental sustainability, inclusion and digital. Much importance is given to transnational creation and innovation; and also to collaboration between countries to be competitive on a global scale. Finally, three new points: the mobility program for artists and professionals; actions dedicated to the musical sectors, linked to architecture, and cultural heritage; and higher levels of contribution to projects by the program itself (i.e. there will be easier funding thanks to higher co-financing rates).

Specifically, Creative Europe aims to:

  • Strengthen artistic and cultural cooperation at European level; support the creation of European works; strengthening the economic, social and external dimension of the European cultural and creative sectors; encourage innovation and mobility.
  • Encourage cooperation in the fields of innovation, sustainability and competitiveness.
  • Promote innovative and collaborative cross-sectoral actions as well as a diverse, independent and pluralistic media environment/media literacy, thereby promoting freedom of artistic expression, intercultural dialogue and social inclusion.
