Un European Centre for Democratic Resilience, which is part of the European Democracy Shield, which promotes a coordinated and shared approach and strengthens the Union's ability to prevent, detect and counter threats to democracy, in particular the manipulation of information and disinformation.  Work on its definition has been initiated by the European Commission and the Presidency of the Council.

The Centre will operate flexibly, with projects aimed at building capacity and connecting existing European information networks and structures. The European External Action Service will strengthen its activities, strengthening coordination between EU instruments and networks.

Among the priorities of the first year:

• develop tools to support transparent elections, including by building on existing EU legislation, with measures that help counter disinformation campaigns;
• create an ad hoc platform connecting civil society, researchers, media, and fact-checkers;
• promote capacity development and mutual learning, including the sharing of expertise and best practices;
• identify appropriate ways of interacting with EU candidate countries to ensure mutually beneficial cooperation;
• develop new ways of engaging and participating citizens with a view to ensuring an open and fair public debate.
