New Call for Applications for PNRR Student Housing: the CDP Foundation As a National Promotional Institute, identified by the Ministry of University and Research (MUR) as the implementing body for the Investment, it provides for the allocation of non-repayable contributions for the construction of new beds for university students.

The Student Housing Fund will have a total budget of €599 million: financial contributions of up to €20 will be provided for each new bed made available. Applications can be submitted by public entities such as universities, education grants, local authorities, and private entities such as businesses, foundations, religious institutions, and individuals. Applications must concern a single residence located in a university-based municipality or surrounding area, with at least 18 new beds. Beneficiaries will be required to:

• guarantee rents for students at least 15% lower than the average market value;
• reserve at least 30% of the beds, with further reduced rent, for capable and deserving out-of-town students, even if they lack means;
• ensure that the properties used for university student accommodation or residence are primarily intended for 12 years.

Applications will be processed on a one-stop basis, meaning they will be evaluated in chronological order in which they are submitted through the Portal. The deadline for submission is 29 2026 June.
