European Union: EIDHR Country based Support Scheme to Support CSOs in Malawi

European Union is seeking proposals from organisations for a country based support scheme (CBSS) with an aim to contribute, through supporting civil society organisations, to the promotion and protection of human rights and fundamental freedoms and to contribute to the strengthening of the international framework for the promotion and protection of human rights, justice and the rule of law.

The European Instrument for Democracy and Human Rights (EIDHR) is a European Union programme that aims to promote democracy and human rights worldwide through support to civil society initiatives. It operates at national, regional and international levels and supports actions carried out in third countries throughout the world, and also in Member States if relevant to needs in third countries.
 
Objectives
  • Protection of rights of vulnerable groups at the national level and in remote areas, in particular:
  • Children's rights with focus on issues regarding child marriages, child labour, human trafficking, street children and youth at risk and children with the potential of falling into conflict with the law;
  • Rights of persons with Albinism including protection, access to justice and access to health;
  • Rights of refugees and migrants with particular focus on legal assistance and access to health services including for those remaining in detention centres;
  • Rights of marginalized groups including protection, access to justice and access to services.
  • Human Rights education with focus on social and economic rights e.g. right to health and decent living.

Grant Information: any grant requested under this call for proposal must fall between EUR 200,000 to EUR 450,000.
 
Location: actions must take place in Malawi.

Duration: the initial planned duration of an action may not be lower than 18 months nor exceed 36 months.
 
Eligibility Criteria
  • In order to be eligible for a grant, the lead applicant must:
  • be a legal person and
  • be non-profit-making and
  • belong to one of the following bodies: a civil society organisation, including non-governmental non-profit organisations and independent political foundations, community-based organisations and private-sector non-profit agencies, institutions and organisations and networks thereof at local, national, regional and international level and
  • be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and
  • operate in partnership with at least one local partner
  • The lead applicant must act with co-applicant(s) as specified hereafter. Co-applicants participate in designing and implementing the action, and the costs they incur are eligible in the same way as those incurred by the lead applicant.
  • The lead applicant and its co-applicant(s) may act with affiliated entity(ies) that include:
  • Entities directly or indirectly controlled by an applicant (daughter companies or first-tier subsidiaries). They may also be entities controlled by an entity controlled by an applicant (granddaughter companies or second-tier subsidiaries) and the same applies to further tiers of control;
  • Entities directly or indirectly controlling the applicant (parent companies). Likewise, they may be entities controlling an entity controlling the applicant;
  • Entities under the same direct or indirect control as the applicant (sister companies).

How to Apply: the application procedure consists of two phases:
  • concept notes
  • full application
In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application.
