Il gang CERV “Framework partnership agreements to support EU level Networks active in the area: Rights of persons with disabilities” (CERV-2025-OG-DISA-FPA) aims to defend and monitor the rights of people with disabilities through the creation of framework partnership agreements. The project is promoted by European Commission, Directorate-General for Justice and Consumers (JUST).

The objectives of the initiative are:

  •  promote, protect and monitor the rights of persons with disabilities by providing financial support to networks of EU-level civil society organisations active in this field at local, regional, national and transnational levels;
  • contribute to the implementation of the European Pillar of Social Rights (EPSR), the European Strategy on the Rights of Persons with Disabilities 2021-2030 (ESRPD) and the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD);
  • support the Commission in implementing the Disability Rights Strategy 2021-2030.

Consortia of legal entities, consisting of non-governmental, non-profit, and industry-independent organizations, may participate; their statutory objectives fall within the objectives and priorities of this call for proposals. The ultimate goal is to build a stronger social Europe and ensure that persons with disabilities can fully enjoy their rights.

The implementation of the European Pillar of Social Rights and related initiatives is a shared responsibility of EU institutions, national, regional and local authorities, social partners and civil society.
